Noel Edmonds is aiming to get viewers involved in national campaigns and community projects in a Sky One special lined up for the autumn.
Describing the format as "potentially the most significant show I have ever presented in over 40 years in television and radio", the 90-minute live entertainment show will feature hard-hitting stories such as street crime as well as lighter, topical fare.
Noel's HQ (working title) will reward members of the public for their acts of generosity. Sky director of programming Richard Woolfe said: "It's not about raising money but the rewards may include things like a chief exec creating a business plan for the project, or a celebrity offering their backing."
The Twofour show also promises to name and shame those whose actions can have a damaging effect on communities.
Edmonds added: "This show is TV's response to what many see as 'broken Britain'."
Sky One, Two and Three commissioning editor, entertainment Donna Taberer ordered the series and will exec produce with Melanie Leach and Stuart Murphy from Twofour. The series producer is Amanda Kean.
