Pact is to reduce its council from 31 to 12 members and limit their term of office to six years.
The changes, which were approved with a 98% "yes" vote at an EGM earlier this month, aim to give the council "more focus" and make way for new members.
Pact chief executive John McVay said: "We needed to have a board more like a commercial board, which can engage with issues and make decisions quickly. Our previous structure was set up 20 years ago in a different political and economic climate."
Under the new council rules, which come into effect after the next Pact election in September, the council must include three members from the nations but will not have any other statutory representation for specific regions or skills.
However, the trade body will be able to co-opt in additional members if there is too little representation of any particular skill set.
Elections will be held every two years instead of every year and chairmen will be restricted to two years in the top post.
