Ofcom senior digital media adviser Tom Loosemore has joined Channel 4 where he will be responsible for allocating its £50m fund for online PSB content, 4IP.
As head of 4IP, Loosemore will oversee regional commissioning hubs, which will be headed by three local commissioning managers. The first of these is Ewan McIntosh, who joins as digital media manager for Scotland. McIntosh is on C4 Education's advisory board and is an advisor to Learning Teaching Scotland.
Before joining Ofcom, Loosemore steered the BBC's digital strategy as head of broadband and helped to shape the BBC's strategic vision, Building Public Value. He has also launched local information website UpMyStreet.com and democracy-themed websites TheyWorkForYou.com and FaxYourMP.com.
At C4, Loosemore will report to director of new media and technology Jon Gisby, who described his digital PSB record as "unparalleled".
"He's the latest addition to an expanding and talented new media team who have recognised the unique opportunities for C4 in the digital age," Gisby said.
4IP is a key plank of C4's Next on 4 strategy, which maps out its vision for transforming from a linear PSB broadcaster to a multi-platform operator.
It aims to reinvent PSB genres such as news, sport and comedy, and to develop relationships with proven hotspots of games creativity. Channel 4 will put £20m into the fund with the remainder provided by partners.
