Govt favours bidders in free spectrum promise
The government has assured bidders for the three multiplexes formerly used by ITV Digital that they will not be charged to use the spectrum but has controversially not extended the guarantee to existing multiplex holders, including the BBC and ITV, writes Barbara Marshall
