We reckon that the Beeb is so scared to say no that it will try anything to confuse content providers by using an elaborate postal scam to put them off the scent. Here's a typical week for an indie: Monday's post: a returned proposal and VHS pilot in Jiffy bag. Nothing else in Jiffy bag. Only indication of origin is BBC postmark. Tuesday's post: a BBC pre-printed compliments slip arrives 'acknowledging receipt of proposals'. No mention of which proposals, no date, reference numbers or other indication as to who sent this. Thursday's post: a rejected proposal from BBC, sent to the wrong address and crudely scissored away from its binding with brief comment 'not right for BBC 2' - no reason given. VHS pilot not returned. Friday's post: a rejected proposal with BBC letter stating: 'In the interest of confidentiality, returning your proposal.' No sign of proposal, instead find enclosed two proposals from two other indies, which make interesting reading.
Note to indies: Why do you keep sending stuff to these people?
