Foreign ownership laws to be relaxed pre-Ofcom
The government is to press ahead with the liberalisation of foreign ownership restrictions in the UK broadcasting industry before the establishment of Ofcom, despite Lord Puttnam's joint committee recommendation that they are kept until the super-regulator is up and running, writes Katy Elliot
