Endgame is set among secret talks about ways of ending apartheid that took place between key Afrikaners and ANC exiles in an English country house.
The drama is the latest project from the team behind C4 dramas The Hamburg Cell, The Government Inspector and Britz, executive producer David Aukin and producer Hal Vogel.
It is adapted by Paula Milne from journalist and academic Robert Harvey's book The Fall of Apartheid as well as from first-hand research in South Africa.
Hurt stars alongside Chiwetel Ejiofor and Mark Strong in the political thriller. It is directed by Pete Travis, who previously made Omagh for C4 and recently worked with Hurt on the US film Vantage Point.
The dramas one of two new TV projects for Paula Milne, whose credits include The Virgin Queen and The Politician's Wife. She has also penned Whatever It Takes, a single drama for ITV starring Shane Richie as a publicity agent who launches a young police officer's career as a glamour model.
